Reorganization of The Japanese Type Welfare State Regime and Familializing: Focused on local government¡¯s elderly welfare services

Abstract
The main purpose of this study is to examine how the role of family(women in particular), which is thought to replace the function of the Japanese type welfare state established in 1960s to 1970s, has changed after 1980s. In order to more accurate examination, this study is focused on the relations between ¡°Familalizing¡± and local government¡¯s elderly welfare services. First of all, the analysis frame ¡°De-familializing¡± is taken for the examination in this study. Based on the analysis frame mentioned above, the change procedure for the role of family and women, which replaced the function of welfare state as ¡°Primary caregiver¡±, ¡°Part-time worker supplementing household income¡±, and ¡°Welfare volunteer in charge of community welfare services¡± under the name of ¡°Familializing¡± in Japan, is analysed in detail. In result, the change of ¡°Familializing¡± in the process of reorganization of the Japanese type welfare state regime can be defined as the concept characterized with ¡°Neo-familializing¡±.
